How Is the ILO Support Model Priced?
From the costs in the service proposal, as one package.
The service proposal sets out the estimated weekly cost of the primary supports, the supplementary supports and the monitoring and adjustment, and the average weekly hours of each. The NDIA's form says ILOs are a support package, not individual supports added together, and the provider declares the quote is aligned to the participant's approved funding band.
The stage 2 funding levels in the NDIA's guideline are up to $105,000, $150,000 and $230,000 a year. They're a guide; the NDIA decides the actual amount. Our ILO funding page explains each level.

How Are Hosts and Housemates Paid?
As agreed in the service proposal. The NDIA's form says a host's payment should be a general reimbursement rather than an hourly wage.
Payment arrangements differ in every ILO and are agreed between the person, their supports and the provider. Internal provider team meetings can't be charged as monitoring, because the form treats them as a normal cost of business.
Get independent financial advice
The NDIA says participants and providers should both get independent financial advice before agreeing to an ILO, because payments received through an ILO may be assessable for tax.
Do Price Limits Apply to Every ILO?
It depends how the plan is managed.
For agency-managed plans, the provider must be registered and keep to the price limits. Plan managers must keep within the price limits whether the provider is registered or not. Self-managing participants aren't bound by the price limits, under the 2025-26 Pricing Arrangements.
